President Donald Trump and Vice President JD Vance announced on Tuesday a $10,000 payment to right-wing content creator Nick Shirley alongside a new federal bounty program that sets aside $25 million for public tips about fraud. The White House framed the move as a crackdown on waste, but the details contain a contradiction the administration has not yet resolved.

The creator and the crackdown

Shirley built an audience by showing up unannounced at daycares, grocery stores and hospice centers, filming himself being denied entry and presenting the refusals as proof of fraud. A December 2025 video targeting Minnesota centers run by members of the Somali community went viral, prompting federal immigration agents to swarm the Minneapolis area and the administration to freeze the state’s childcare funding. State officials who later visited the same facilities found them operating as expected.

The bounty math does not add up

The Fraud Whistleblower Incentive Program, or WHIP, lists a maximum award of $30,000 for tips that lead to a conviction or significant federal action. Trump, speaking Tuesday, described a different structure: a 1 percent commission on whatever amount a tip uncovers. One percent of $1 billion is $10 million, well above the published cap, and the president explicitly extended the same rate to $10 billion, $200 billion and $400 billion recoveries. The White House did not explain how the two frameworks coexist or how the $10,000 paid to Shirley was calculated.

What the portal actually asks

The government’s reporting chatbot requests a brief description of what the tipster saw, heard or read, along with names, dates, amounts or records if available. It also asks the submitter to note any details they are unsure about. The portal emphasizes hospice, home healthcare, daycares and special services, but the program is open to any allegation of fraud.

The pattern behind the payment

Shirley’s rise tracks a broader trend in MAGA-aligned media: creators who confront businesses or individuals on camera, framing the encounters as investigative journalism. Harassment and immigration enforcement actions have followed several of his visits. The administration’s decision to reward him with a direct payment and a stage alongside the vice president signals that this model of content creation now has official patronage.
