The Pentagon pledged about $350 million for quantum computing initiatives on Oct. 8, but the money is flowing through DARPA's benchmarking program where IonQ already has a seat and D-Wave does not.
The money and the mechanism
Roughly $200 million of the new total goes to the Quantum Benchmarking Initiative, a DARPA effort that has already cleared IBM, Microsoft and IonQ to advance. A separate $150 million conditional loan commitment to PsiQuantum was disclosed earlier, tied to the same QBI framework. The Commerce Department had already promised more than $2 billion to domestic quantum firms months ago, though details on that tranche remain sparse.
IonQ's position
IonQ shares traded at $34.66, down $1.61 or 4.43 percent, against a 52-week range of $25.89 to $81.08 and a consensus price target of $63.83. The company's acquisition of Capella Space delivered a contract with the National Reconnaissance Office in August 2026, and its radar technology is now cited in military intelligence and disaster response work. That defense footprint aligns with DARPA's broader goal of a fault-tolerant quantum computer, giving IonQ a structural advantage as the program scales.
D-Wave's uphill climb
D-Wave shares changed hands at $13.46, down $0.28 or 2.00 percent, with a 52-week range of $12.75 to $46.75 and a price target of $36.27. The company announced a partnership with Davidson Technologies and Anduril Industries this year to build quantum-classical applications for air and missile defense, but it sits outside the QBI cohort. Without direct access to the new Defense funding stream, D-Wave is effectively playing catch-up to IonQ's revenue momentum and programmatic access.
What the funding does not mean
The Defense announcement signals prioritization, not procurement. Officials have indicated the funds will support research programs and conditional loans rather than direct revenue, and participants will need to hit milestones before any disbursement. For pure-play quantum stocks, the catalyst remains contractual, not appropriational.
