Bitcoin held above $63,000 on Monday, rising 0.8% since midnight UTC as it followed U.S. equity futures higher, yet the backdrop remains fragile after U.S. spot bitcoin ETFs posted their largest weekly outflow in six weeks. Nasdaq 100 futures climbed 0.5% to their highest level since July 2, offering a tailwind that the largest cryptocurrency has been tracking in the absence of a native catalyst.

ETF flows diverge

The four-day redemption streak pulled a net $390 million from U.S. spot bitcoin funds last week, marking the heaviest weekly withdrawal since early July. Ether ETF flows were negligible by comparison. Solana products moved the other way, attracting their strongest weekly inflows since mid-May, a divergence that underscores how asset-specific the current demand picture has become.

Legislative odds collapse

The bigger overhang is the Clarity Act. Galaxy Digital’s head of research, Alex Thorn, slashed his probability of the bill becoming law this year to roughly 10% on August 14, down from 75% in May. Prediction markets now price the chance near 17%. A cloture vote is calendarized for September 15 when the Senate reconvenes, though market participants widely expect another postponement.

Derivatives signal caution

Taker long-short volume ratios remain balanced, extending Friday’s pattern. More telling is the liquidity backdrop: bitcoin’s notional open interest of $48 billion sits nearly double its 24-hour trading volume, a gap mirrored in XRP. That mismatch means any cascade of liquidations would meet thin order books, raising the odds of violent price swings. In contract terms, bitcoin open interest has retreated to 750,000 BTC from 760,000 BTC on Friday, a level that has repeatedly capped rallies since April. XRP futures, by contrast, are holding at ten-month highs, while ether and solana positioning stays light.

Volatility stays muted

Canton Network’s CC token fell more than 1.5% in 24 hours while its futures open interest rose over 5%, a combination that points to aggressive short building. Negative perpetual funding rates and a negative OI-adjusted cumulative volume delta reinforce the bearish read. Zcash moved the opposite way: open interest up, positive CVD and a +10% funding rate signal bulls are pressing via market orders. Meanwhile, 30-day implied volatility for both bitcoin and ether remains pinned near year-to-date lows, reflecting a market that is neither pricing nor insuring against large moves.
